{"id":1370,"date":"2009-04-01T00:00:00","date_gmt":"2009-03-31T22:00:00","guid":{"rendered":"https:\/\/www.gereso.com\/actualites\/2009\/04\/collectivites-territoriales-remise-dun-rapport-senatorial-sur-la-reorganisation-territoriale\/"},"modified":"2009-04-01T00:00:00","modified_gmt":"2009-03-31T22:00:00","slug":"collectivites-territoriales-remise-dun-rapport-senatorial-sur-la-reorganisation-territoriale","status":"publish","type":"post","link":"https:\/\/www.gereso.com\/actualites\/2009\/04\/01\/collectivites-territoriales-remise-dun-rapport-senatorial-sur-la-reorganisation-territoriale\/","title":{"rendered":"Collectivit\u00e9s territoriales : Remise d&#039;un rapport s\u00e9natorial sur la r\u00e9organisation territoriale"},"content":{"rendered":"<p>Le 12 mars dernier, la Mission s\u00e9natoriale sur l&rsquo;organisation et l&rsquo;\u00e9volution des collectivit\u00e9s territoriales, cr\u00e9\u00e9e en octobre 2008, a rendu publique <span style=\"font-weight: bold;\">son rapport d&rsquo;\u00e9tape sur la r\u00e9organisation territoriale. <\/span><\/p>\n<p>Ce rapport s&rsquo;attache \u00e0 \u00e9tablir <span style=\"font-weight: bold;\">un diagnostic de la mani\u00e8re dont se d\u00e9ploie l&rsquo;action publique locale dans l&rsquo;organisation territoriale actuelle<\/span>, afin de d\u00e9terminer les am\u00e9liorations qui pourraient lui \u00eatre apport\u00e9es tant en termes de <span style=\"font-weight: bold;\">simplification des structures que de clarification des comp\u00e9tences, <\/span>dans le respect des acquis de la d\u00e9centralisation.<\/p>\n<p>Ce texte dresse <span style=\"font-weight: bold;\">un bilan de l&rsquo;organisation territoriale apr\u00e8s 25 ans de d\u00e9centralisation<\/span> et analyse les enjeux de la r\u00e9forme des collectivit\u00e9s territoriales. <\/p>\n<p>Il s&rsquo;agit notamment :   <\/p>\n<li>d&rsquo;assurer <span style=\"font-weight: bold;\">la coh\u00e9rence territoriale de l&rsquo;action publique, <\/span><\/li>\n<li>d&rsquo;offrir<span style=\"font-weight: bold;\"> le meilleur service au meilleur co\u00fbt<\/span><\/li>\n<li>d&rsquo;am\u00e9liorer<span style=\"font-weight: bold;\"> la lisibilit\u00e9 de l&rsquo;action locale\u00a0<\/span><\/li>\n<li>d&rsquo;am\u00e9liorer <span style=\"font-weight: bold;\">l&rsquo;identification des responsabilit\u00e9s.<\/span><\/li>\n<p> <span style=\"font-weight: bold;\">Les limites constitutionnelles \u00e0 la r\u00e9organisation territoriale<\/span> et au rapprochement des niveaux de collectivit\u00e9s sont \u00e9galement expos\u00e9es.<\/p>\n<p>Enfin, le rapport d&rsquo;information envisage <span style=\"font-weight: bold;\">un nouveau mod\u00e8le de gouvernance territoriale<\/span> en repensant le r\u00f4le de l&rsquo;\u00c9tat territorial, en <span style=\"font-weight: bold;\">adaptant les structures \u00e0 la diversit\u00e9 des territoires<\/span> (regroupement envisageables de collectivit\u00e9s territoriales, rationalisation de la carte de l&rsquo;intercommunalit\u00e9). <\/p>\n<p>Le projet de <span style=\"font-weight: bold;\">cr\u00e9ation d&rsquo;un \u00ab Grand Paris \u00bb<\/span> est \u00e9galement abord\u00e9.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le 12 mars dernier, la Mission s\u00e9natoriale sur l&rsquo;organisation et l&rsquo;\u00e9volution des collectivit\u00e9s territoriales, cr\u00e9\u00e9e en octobre 2008, a rendu publique son rapport d&rsquo;\u00e9tape sur la r\u00e9organisation territoriale.
