Le r\u00e9glage est modeste et ne touche pas auc&rsquo;ur du dysfonctionnement.<\/p>\n<p> Il n\u00e9cessite donc souvent des r\u00e9glages continuels qui ne font que retarder l&rsquo;\u00e9ch\u00e9ance d&rsquo;une <b>r\u00e9forme<\/b>.<\/p>\n<h3>La r\u00e9forme<br \/><\/h3>\n<p> La r\u00e9forme est plus ambitieuse. Elle cherche non pas \u00e0 retrouver une performance perdue (*) mais \u00e0 <b>l&rsquo;am\u00e9liorer<\/b> en gardant toutefois la <b>\u00ab\u00a0forme existante\u00a0\u00bb<\/b> c&rsquo;est \u00e0 dire en ne \u00ab\u00a0cassant\u00a0\u00bb pas les syst\u00e8mes d\u00e9fectueux. <\/p>\n<p>La r\u00e9forme s&rsquo;impose d\u00e8s lors que l&rsquo;\u00e9volution de la performance marquele pas ou risque de s&rsquo;aggraver dans certains secteurs de la structure.La r\u00e9forme est une sorte de <b>\u00ab\u00a0r\u00e9glage g\u00e9n\u00e9ralis\u00e9\u00a0\u00bb<\/b> \u00e9tendu \u00e0 l&rsquo;ensemble des syst\u00e8mes et des pratiques des secteurs en \u00ab\u00a0sous performance\u00a0\u00bb.<\/p>\n<p>(*) Principaux \u00e9l\u00e9ments pouvant affecter la performance : les co\u00fbts,les d\u00e9lais, la qualit\u00e9, la flexibilit\u00e9, la cr\u00e9ativit\u00e9<\/p>\n<h3>La restructuration<br \/><\/h3>\n<p>La restructuration donne une <b>nouvelle \u00ab\u00a0forme\u00a0\u00bb<\/b>. <\/p>\n<p> Elle introduit l&rsquo;id\u00e9e de remplacement non pas de tous les secteurs de la structure mais de <b>quelques uns<\/b>d&rsquo;entre eux jug\u00e9s inefficaces. Les quatre leviers du changement sontconcern\u00e9s. Seul le niveau hi\u00e9rarchique le plus \u00e9lev\u00e9 peut engager unchangement de cette importance s&rsquo;il constate que plusieurs secteurs del&rsquo;entreprise donnent des signes de d\u00e9t\u00e9rioration \u00e9conomique ou sociale\u00e9vidente. Pas plus que le r\u00e9glage ou la r\u00e9forme, la restructuration nefait fi du pass\u00e9 mais plus que les autres degr\u00e9s de changement, elleest <b>r\u00e9solument tourn\u00e9e vers le futur. <\/b><\/p>\n<h3>La refondation<br \/><\/h3>\n<p>La refondation est l&rsquo;acte de changement le plus <b>radical<\/b>. <\/p>\n<p>Elle s&rsquo;applique aux entreprises qui perdent pied sur leur march\u00e9. Elleest l&rsquo;aveu solennel d&rsquo;une faillite : celles de la structure, dessyst\u00e8mes, de la culture et surtout du management, incapabled&rsquo;entreprendre les r\u00e9orientations n\u00e9cessaires \u00e0 la survie del&rsquo;entreprise. Elle ne peut \u00eatre engag\u00e9e que gr\u00e2ce \u00e0 l&rsquo;initiative, lavolont\u00e9 et le pouvoir d&rsquo;une <b>autorit\u00e9 ext\u00e9rieure <\/b>(actionnariat, conseil de surveillance&#8230;) qui via un nouveau personnel de management, entreprend une <b>d\u00e9structuration<\/b>, une <b>remise \u00e0 plat<\/b> de l&rsquo;entreprise.
