A partir d\u2019un Cadrage des dirigeants, le terrain a formul\u00e9 des Propositions auxquelles il s\u2019agit maintenant de r\u00e9pondre.<\/p>\n<h2><strong>Quelles sont les modalit\u00e9s pratiques permettant de prioriser les propositions ? <\/strong><\/h2>\n<p>Il s\u2019agit pour les dirigeants de retenir les propositions qui vont compl\u00e9ter le projet, permettre de mieux prendre en compte ses impacts pour le terrain, l\u2019enrichir par des d\u00e9clinaisons op\u00e9rationnelles, des adaptations\u2026 Le choix n\u2019est pas n\u00e9cessairement binaire. Une proposition peut \u00eatre partiellement accept\u00e9e\/refus\u00e9e, adapt\u00e9e, agr\u00e9g\u00e9e avec un autre, etc. L\u2019important est d\u2019expliquer les choix faits, en se r\u00e9f\u00e9rant au cadrage initial, en le r\u00e9expliquant et en le compl\u00e9tant \u00e0 cette occasion.<\/p>\n<h2><strong>Que faire si les propositions en provenance du terrain ne conviennent pas aux d\u00e9cideurs ? <\/strong><\/h2>\n<p>L\u2019essentiel est que les propositions soient remont\u00e9es sous une forme permettant aux d\u00e9cideurs de peser les enjeux techniques, financiers et politiques. Ainsi ils pourront proc\u00e9der \u00e0 des ajustements et \u00e0 des arbitrages, en vue de passer rapidement de propositions \u00e0 des d\u00e9cisions d\u2019action.<\/p>\n<p>Sur le contenu, la <strong>phase de Cadrage<\/strong> a donn\u00e9 au terrain les \u00e9l\u00e9ments pour comprendre le projet, ses enjeux et ses objectifs, et en quoi il peut le compl\u00e9ter. La<strong> phase de Propositions<\/strong> lui a permis de construire des propositions concr\u00e8tes, de les argumenter et d\u2019en proposer une priorisation. Ce qui remonte du terrain r\u00e9pond donc g\u00e9n\u00e9ralement aux enjeux du projet. Si malgr\u00e9 ce processus de travail ce n\u2019\u00e9tait pas le cas, les d\u00e9cideurs pourront se r\u00e9f\u00e9rer au cadrage pour ne pas retenir les propositions concern\u00e9es.<\/p>\n<h2><strong>Les d\u00e9cideurs ont expliqu\u00e9 leur choix au terrain. N\u2019est-ce pas alors au terrain de reprendre la main\u00a0? <\/strong><\/h2>\n<p>C\u2019est effectivement au terrain de mettre en \u0153uvre les actions de son ressort. Mais il faut que les d\u00e9cideurs mettent en place les modalit\u00e9s de suivi qui permettront de garantir la r\u00e9ussite des changements vis\u00e9s, et de proc\u00e9der \u00e0 des ajustements le cas \u00e9ch\u00e9ant. C\u2019est ce que nous d\u00e9crirons dans la <strong>phase de Test.<\/strong><\/p>\n<h2><strong>Dans votre livre, vous \u00e9crivez que le Feed-back est \u00ab\u00a0la cl\u00e9 de voute de la l\u00e9gitimit\u00e9 du processus de conduite du changement\u00a0\u00bb. A ce point l\u00e0\u00a0? <\/strong><\/h2>\n<p>Oui. Le feed-back est essentiel, pour que le terrain soit assur\u00e9 que les d\u00e9cideurs ont bien \u00e9tudi\u00e9 ses propositions, et les ont retenues ou non en fonction d\u2019arguments factuels. Souvent, les d\u00e9cideurs passent cette \u00e9tape pour aller directement \u00e0 la mise en \u0153uvre, et le doute sur la d\u00e9marche va s\u2019instaurer.
